Kolkata: The Kolkata Municipal Corporation (KMC) is planning to set up a state-of-the-art laboratory for examining the quality of LED lights in its Central Store. The decision comes in the wake of several complaints from citizens regarding their inferior quality.”We have been purchasing LED lights from a number of companies that deal with manufacture and supply of these lights. But the quality of the lights have been far below our expectations. We are receiving frequent complaints about such lights getting defunct within a few months of its installation. We have undertaken repair in some cases but the lights have again got out of order. So we have decided to set up a state-of-the-art laboratory for examining the quality before installing the LED lights,” a senior official of the Central Store department of the KMC said. The official informed that the civic body has already started consulting experts on how to proceed in setting up of the laboratory, what will be the necessary equipment, how will the tests be conducted and other nitty gritty. The setting up of the laboratory will entail an investment of Rs 2.5 crore. The KMC is gradually replacing all High Pressure Sodium Vapour lamp fittings (HPSV) and Metal Halide Fittings with LED lights to bring down the level of carbon emission and at the same time reduce consumption of electricity. Lights in the civic body’s offices, health units, schools, compactor stations, markets, borough offices, ward health units, pumping stations, crematoriums will all have LED lights. The Central Store department of the KMC has a plan of setting up a chemical laboratory for assessing the quality of bleaching powder, white lime that is spread for prevention of mosquito-borne diseases.

The Secretary-General’s Special Representative Y. J. Choi toured identification and voter registration centres in the capital Abidjan at the weekend, noting that computer availability was one of the problems undermining the otherwise “solid advances” achieved so far ahead of the elections. Mr. Choi said he was confident that the voting centres would be fully operational for the polls, a UN spokesperson told journalists today in New York.The elections are slated to take place on 30 November in Côte d’Ivoire, which became divided in 2002 between the Government-controlled south and the rebel-held north before a peace deal struck early last year reconciled the groups. (TSX:IMN) is taking a cautious approach to a renewed, $5.1-billion takeover bid for the company by rival First Quantum Minerals Ltd. (TSX:FM).Inmet said Monday that it has not yet received the unsolicited offer announced on the weekend by First Quantum and is urging shareholders to take no action until it can evaluate the details.Accordingly, it said it would make no further comment until that assessment had been completed.It’s the second time First Quantum has boosted its cash and stock bid for Inmet, which rejected an offer in November from First Quantum, which was worth $4.9 billion in stock and cash.At the time, Inmet had said the “highly conditional offer” was not in the best interest of its shareholders.That proposal had First Quantum offering $70 per Inmet share, half in cash and half in stock, and had followed an earlier unsolicited proposal from First Quantum of $62.50 per share.In a statement released Sunday, First Quantum said it was now offering $72 per Inmet share, half in cash, half in stock.Inmet shares were up $3.79 at $73.62 in trading Monday morning on the Toronto Stock Exchange.First Quantum said that despite the rejection of its earlier bid, it has been approached by a number of Inmet’s shareholders expressing interest in the potential for a combined company.The company said combining the two companies “would create one of the world’s leading and fastest growing copper producers,” with the potential to produce more than 1.3 million tonnes of copper annually by 2018.First Quantum also said it thought the combined company would be able to establish itself as a top five copper producer within five years.“Our clear preference remains to engage with Inmet, as we believe strongly in the compelling strategic and financial merit of the transaction,” said First Quantum chairman and CEO Philip Pascall.Inmet owns 80 per cent of the Cobre Panama copper project through Minera Panama SA and the remainder is owned by Korea Panama Mining Corp. By a vote of 14 in favour, with Venezuela abstaining, the Council adopted a resolution under Chapter VII of the UN Charter, which authorizes the use of force, through with countries and regional organizations could board ships for inspection, seize and even dispose of vessels suspected of being used by migrant smugglers.The Council deplored the continuing maritime tragedies in the Mediterranean Sea that have resulted in hundreds of casualties, and noted with concern that such casualties were, “in some cases, the result of exploitation and misinformation by transnational criminal organizations which facilitated the illegal smuggling of migrants via dangerous methods for personal gain and with callous disregard for human life.” As such, countries, through the new resolution, are authorized to inspect vessels on the high-seas off Libya which they “have reasonable grounds to suspect are being used for migrant smuggling or human trafficking from Libya,” provided “good faith efforts” are made to obtain the consent of the vessel’s flag State.The resolution however states that such authorization does “not apply to vessels entitled to sovereign immunity under international law” and applies “only in the situation of migrant smuggling and trafficking of human beings high seas off the coast of Libya.”Calling on Member States to help Libya, when requested, to strengthen the means available to it to secure its borders and prevent migrant smuggling and human trafficking, the Council also urged States, “in the spirit of international solidarity and shared responsibility,” to cooperate with the Libyan Government, and each other, including by sharing information about acts of smuggling and human trafficking in Libya’s territorial sea and on the high seas off the country’s coast.Council members also underscored that the aim of the resolution is intended to disrupt the organized criminal enterprises engaged in migrant smuggling and human trafficking and prevent loss of life, “and is not intended to undermine the human rights of individuals or prevent them from seeking protection under international human rights law and international refugee law.”
LAST JUNE, THE Irish football team dropped to 70th in the world rankings — their lowest position since FIFA established this system.Whereas for a period under Jack Charlton and to a lesser extent, Mick McCarthy, Ireland were considered one of the top international teams in the world, the current crop of players are a long way off emulating the achievements of their predecessors.While encouragement was taken from the recently friendly draws against Italy and Costa Rica, Ireland’s subsequent thrashing at the hands of Portugal served as a reminder that much work needs to be done.It’s often asked: what can Ireland do to get back to the enviable standard of the late 80s and early 90s? One of the most commonly cited reasons for the failure of the team is the lack of investment in addition to the general public’s apathy towards the League of Ireland.Although a sizeable portion of the current squad started off in domestic football, there are still concerns that the Airtricity League is not currently competitive enough — an assertion backed up by the Irish sides’ recent disappointing European campaigns.Two people with more authenticity than most on the subject of what it takes to succeed at international level are La Liga pundits Guillem Balague and Gaizka Mendieta. Both are old enough to vividly remember a time, not so long ago, when Spanish football underwent its own bout of soul searching.The ensuing implementation of a new philosophy in the Spanish team’s youth structure eventually yielded unequivocally positive results. Spain won an unprecedented three consecutive major trophies at international level, as their radical new approach towards mentoring young players in various elaborate ways (as documented by Graham Hunter among others) paid enormous dividends.While Ireland can surely never hope to enjoy the same type of success as Spain no matter how efficient their youth structure is, they are at least a country from which inspiration can be derived.Yet the contrast between the two countries could not currently be starker. Whereas La Liga is routinely perceived as the best domestic league in Europe, the Airtricity Premier Division is commonly regarded as being among the worst.With this in mind, does Ireland need to enhance its own league before it can expect to enjoy a return to a period of success even remotely akin to the glory days of the Charlton era? “It is important to have a domestic league because people compete, but it’s more important to make a determined decision to improve coaching,” Balague tells TheScore.ie. “So if you decide to give up on the next 10 years, but create the biggest foundation of coaches that any country of our size has, then you’re going to get success.“But success for Ireland is qualifying and maybe having a good World Cup, but in any case, it’s about better football, making it more competitive, creating better players. If you do that, you create a stronger league, and if you create a stronger league, people will decide to stay instead of leaving.” Source: Donall Farmer/INPHO(Ruud Dokter was last year appointed as the FAI’s High Performance director)While Ireland are perhaps moving towards a more sophisticated set-up with a considerable level of investment in grassroots football and the appointment last year of Ruud Dokter as the FAI’s High Performance Director, with the Dutchman already winning admirers as a result of his much-discussed vision to change the FAI’s youth set-up for the better.But there remains a sense that many within the Irish game are intent on holding onto the traditional elements of schoolboy football, thereby preventing the ostensibly necessary sweeping changes from being seamlessly integrated.Balague cites Australia as a country where such radical change is currently being implemented, and if Ireland can follow suit, the Sky Sports analyst believes the Airtricity League will naturally improve immeasurably as a result.“In Australia, a much bigger country [than Ireland], they’re going through that right now. They said ‘scrap everything’. Let’s start over again, and let’s do it with people that have done it in other parts of the world, so they used to bring in Dutch coaches, now they want to bring in Spanish coaches. So it’s just about absorbing and learning and creating an atmosphere that’s attractive for people to go and work there, but also for people to stay.“If you’re Irish, you want to play for your teams if your teams are competitive. So it’s about really believing that football is a key part of the success of the country and then just putting the money towards it and putting the human energy towards it.”Balague knows more about coaching than most, given that he is currently working to get a UEFA A Licence, and he believes managers often have a tendency to overcomplicate matters at youth level.“There’s too much obsession about tactics,” he says. “The young coaches say if the goalkeeper plays the ball to the centre-back: ‘What does the centre-back do, or how does 4-3-3 work…’ Forget that! All you need to do is to give kids from five, six and seven-years-old enough time with the ball to develop their individual technique and good coaching to actually understand the game.“Then at 15, your goalkeeper passes the ball to your centre-back and he’ll know what to do. You won’t need to teach him. Because there’s an idea, a concept and it needs to be applied and it will be dependent on the situation and position of the rival and the moment.“And players will know, as it’s about understanding the game and that’s something I see missing in Ireland and Britian. There’s now an obsession to be like the Spanish or the Germans. Forget the style of football and the formation. Anybody can do it if it’s coached properly.”Ireland, of course, are far from the only country currently engaging in a degree of football-related introspection. After their latest World Cup disappointment, the usual complaints were made about the state of English football as well, and Balague believes Roy Hodgson’s team have learnt little from their past failures.“They’re now looking at the Germans and how they did it — you already did that, you saw Spain as the way forward. They need to find their own way, but to do that, they have to have leadership. The basis of it is coaching. Improve the coaching and everything else will come. There are still so many people stuck in their old ideas.“I’ve been touring with the two books and I’ve been seeing a lot of young kids in their 20s who want to learn from Spain and Italy and apply it to football in England and I think, give them another generation and they may be able to come out with a lot more quality. Starting from youth teams, young kids need to improve technically, physically and tactically. It doesn’t have to be the same way Spain, Germany and Holland has done it, it has to be in the way you want your country to play. You have to build a path for everyone to go in the same direction.”Nevertheless, the 40-year-old pundit does not necessarily feel Irish players occasionally moving to the Premier League or elsewhere is necessarily a bad thing.“It’s important too to have certain players playing abroad,” he explains. “We felt that difference with Spain when we started to take players away, especially to England, Germany or Italy. That gives you another approach or experience to the game that you don’t get in your own country. That’s something that France had when they became world champions. The main core was French-based but they had Didier Deschamps, Youri Djorkaeff, a few players playing abroad and that brings you something extra.“So for Ireland, I think that would be a model to follow. You have to create your own players, but then, as a result of their talent, you would be exporting certain players and that would bring you something extra. Josh continues to maintain his story despite – as unfolds during the film – a very considerable amount of evidence against the narrative he presents. Ultimately it’s up to the audience to decide who they believe. It could be he’s telling the truth, or it could be that he’s lying to protect a greater secret. In his mind, there’s a secret that’s worth more than the life of the woman he loved, and his liberty.The murder of Mercedes resulted in the first-ever conviction of a federal hate crime, but trans women in the US still seem to be particularly vulnerable and subject to violence and abuse. Is it fair to say that the US legal system has ultimately failed Mercedes Williamson and many women like her?US society doesn’t properly respect – or even really understand – the rights and choices of trans women. Don’t forget, much of America remains very conservative in attitude towards LGBTI people, and New York is not representative of prevailing attitudes.Mercedes was incredibly brave in following through on her decision to lead her life as she wanted to – especially as she lived in the South, in the Bible belt. It meant she was bullied at school. It meant she was pressured and punished by members of her family. It meant she had to leave home. It was a decision that made her very vulnerable, and put her on the margins of society.What sort of response have you had so far to the documentary? Its been brilliant. The first broadcast was on the BBC in the UK , and now we’re so excited that it’s going to be showing on Investigation Discovery in America.What do you hope that people feel when watching this documentary? I hope people feel conflicted. It’s a film that has a lot of twists and turns, and hopefully stays with you long after watching.There’s plenty of television that tells people how to think, but I’m less interested in that – it runs the risk of just preaching to the converted, or being easily dismissed as having a steamroller agenda.Ultimately, I don’t want people to see Josh as a ‘monster’ despite the terrible nature of the crime he committed . He’s more complicated than that. This is a crime that’s not just an act of violence against Mercedes – in many ways, I see it as an act of violence against himself.Mercedes was a very brave young women who is no longer alive because of the actions and decisions Josh took. The case resulted in the first-ever conviction of a federal hate crime charge arising from the murder of a trans woman.Director of the documentary about Mercedes Williamson is Ben Steele. We spoke with Steele for a behind-the-scenes look at the film.When did you first encounter the story of Mercedes Williamson? In early 2016, my producer Victoria Musguin-Rowe heard about the story. She flew out to Mississippi to try and meet with the district attorney overseeing the prosecution, to start the very long process of securing access to everyone involved, and to also start the work needed to gain access to the court, the police, and the prison authorities.What was it about this crime that caught your attention? At that time we had no idea this would become a legal first – and become a landmark historic case. But we knew that hate crime is rising across America, and that this case represented an opportunity to explore the complex motives that can drive people to carry out such acts.As a director, I want to shed a light on despicable practices, but I’m also interested in understanding the motivations of people carrying out these attacks. It’s too easy to just dismiss the perpetrators of this kind of anti-gay violence out of hand. What’s harder is to do is to try and understand what their –often heartfelt – motivations are.Basically, I’m interested in trying to get inside the human psyche, to illuminate that thing that make us – all of us – tick. To me, this is often revealed in crunch moments – moments of great trauma when people get caught up in life and death events, events where people are willing to fight for the ‘right’ outcome.Crimes against minorities and people labeled as ‘other’ are really interesting. I think that wider social problems are also revealed in attitudes to people that mainstream society views as ‘different’ and somehow ‘evil’ or ‘shameful.’How did you go about obtaining access to the key people and securing the footage required? My producer did most of this work. Our approach though is simple – to always be straightforward and honest with contributors and institutions we’d like to film. We explain our intentions – to make a film where the central participants explain their thinking and actions to the audience, without being guided or told what to think by a reporter or narrator.Of course, because we’re approaching everyone involved in a murder, there’s a good chance someone else will contradict them, or offer an alternative way of viewing events, but we leave it up to the audience to make their own minds up about who is telling the truth and who is lying. Millennials are the largest group of recent home buyers for the second consecutive year, according to the 2015 National Association of Realtors Home Buyer and Seller Generational Trends study. The survey also found that an overwhelming majority of buyers search for homes online and then purchase their home through a real estate agent, while Millennials are using agents more than any other group.The study found the largest group of recent buyers was the millennial generation, those 34 and younger, who composed 32 percent of all buyers. Generation X, ages 35-49, was closely behind with a 27 percent share.“Over 80 percent of Millennial and Gen X buyers consider their home purchase a good financial investment, and the desire to own a home of their own was the top reason given by Millennials for their purchase,” NAR Chief Economist Lawrence Yun said in a press release. “Fixed monthly payments and the long-term financial stability homeownership can provide are attractive to young adults despite them witnessing the housing downturn and subsequent slow recovery in the early years of their adulthood.”The median age of millennial homebuyers was 29, their median income was $76,900 and they typically bought a 1,720-square foot home costing $189,900. The typical Gen X buyer was 41 years old, had a median income of $104,600 and purchased a 1,890-square foot home costing $250,000. When asked about the primary reason for purchasing a home, a desire to own a home of their own was highest among Millennials at 39 percent. Younger boomers were the most likely to buy because of a job-related relocation or move, and a change in a family situation, most likely the birth of a child, was the highest among Gen X buyers.Regardless of their age, buyers used a wide variety of resources in searching for a home, with the Internet at 88 percent and real estate agents at 87 percent topping the list.
