Members of the Senate have approved a further three-month extension of the State of Public Emergency in the St. Catherine North Police Division.All 17 Senators attending Friday’s (June 29) sitting at Gordon House voted unanimously in favour of the extension under the Emergency Powers (Continuance) (No. 2) Resolution, 2018, which will see the enhanced security measure being maintained in the Division until October 2, 2018.Addressing the sitting, Leader of Government Business in the Upper House and Minister of Foreign Affairs and Foreign Trade, Senator the Hon. Kamina Johnson Smith, said the extension is needed for the continued success of the security forces’ crime fighting strategies being undertaken in the area.She noted that citizens have also voiced their support for the extension and emphasized that “it is important that we respect their desire to live in circumstances where they are not (in) constant fear of extortion and murder.”The Minister disclosed that the security measures implemented have, to date, yielded a 26 per cent reduction in murders and shootings in the Division.“The State of Public Emergency… has saved and is saving lives… (and has) disrupted criminal and gang activities… (thereby enabling) neighbours (to now be) standing up outside and talking, children being able to safely go to school and parents to be safely able to go about their lawful business,” she said.Mrs. Johnson Smith pointed out that the measures have also been bringing back a sense of law and order to the communities. “You get feedback from the people who say, ‘don’t let it stop yet… keep the soldiers and the police there… life is better now’,” she added.Senator Johnson Smith further noted that the State of Public Emergency forms part of institutional changes, policy enhancement, legislative amendments and operational strategies being undertaken by the Government.Responding to a suggestion from the Leader of Opposition Business, Senator Donna Scott Mottley, that the State of Public Emergency be lifted to determine its effectiveness, Senator Johnson Smith argued that “now cannot be the time to test for an academic consideration”.“It must be that if the heads of the security forces are saying to you – ‘now is not the time… (to) lift these measures (as) we cannot guarantee that we will not lose the gains that we have already made’… (that) it (is) a responsible Government that would say ‘we will go to Parliament and we will seek the extension that you need’,” she added.Senator Johnson Smith said, however, that the Government “will undoubtedly test the effectiveness when the States of Emergencies are eventually lifted”.During the State of Public Emergency, the security forces will have the power to search, curtail operating hours of business, restrict access to places and detain persons without warrants. It also gives them the power to stop and question persons, and seize property.On March 18, the Governor-General, by Proclamation, declared a State of Public Emergency in the St. Catherine North Police Division.He further declared that said Proclamation shall, unless previously revoked, remain in force for 14 days or for such longer period, not exceeding three months, as both Houses of Parliament may determine by a Resolution supported by a two-thirds majority of all members of each House.It was previously extended from May 3, 2018 until July 3, 2018.The Constitution provides that a period of Public Emergency can be declared by Proclamation if the Governor-General is satisfied that action has been taken or threatened by any person or body of persons of such a nature and on so extensive a scale as likely to endanger public safety.
zoom Five people died and one person is still missing after a whale-watching boat sank off British Columbia, Canada, on Sunday, October 25, according to the country’s Joint Rescue Coordination Centre.The sixty-five foot cruise vessel Leviathan II sank near Tofino around 5 p.m. local time Sunday, with 27 people onboard.21 people have been rescued so far, many by local members of the Ahousaht First Nation, who saw the distress flare from the vessel and rushed to provide assistance.18 of those rescued needed medical treatment at a local hospital, while the remaining 3 were sent to larger medical centres. All are reportedly in stable condition.The search is still ongoing for the missing person.The Leviathan II is operated by Jamie’s Whaling Station & Adventure Centres. A proposed national injury prevention strategy mirrors and strengthens Nova Scotia’s existing injury prevention efforts. The national strategy, which was released today, Oct. 25, was developed by injury prevention groups across the country as well as the insurance industry. The overall goals of the strategy focus on saving lives, reducing health-care expenditures and educating the public on how to prevent injuries. These goals reinforce the work already underway in Nova Scotia. “There is enormous potential across Canada to improve the health of Canadians and reduce the drain on our health-care system,” said Health Promotion Minister Rodney MacDonald. “Nova Scotia supports the development and implementation of a comprehensive, nationally co-ordinated approach to preventing injuries.” About 450 Nova Scotians die every year as a result of injuries. Emergency rooms treat as many as 350,000 injuries and more than 6,000 people are hospitalized each year. The annual cost of treating injuries in Nova Scotia is $570 million. Nova Scotia has the country’s only provincially supported and funded injury prevention strategy. Input from Nova Scotia injury prevention groups was included in the development of the proposed national strategy. The provincial strategy was announced in 2003. Since that time nearly $1 million has been invested in implementing the strategy. This includes funding to address the prevention of falls, motor-vehicle crashes and self-inflicted injuries. As part of its strategy, Nova Scotia Health Promotion is working with partners to develop and implement an injury surveillance strategy and a road-safety social marketing strategy. It is also working with communities to develop injury prevention programs and resources, and delivers the Canadian injury prevention and control curriculum within communities.

The image garnered international media attention, with The New York Post writing that it found four out of seven Footlongs it purchased in New York “measured only 11 or 11.5 inches.”A judge had given preliminary approval in October to a settlement between Subway’s parent company Doctor’s Associates and plaintiffs’ attorneys. Final approval was granted on Feb. 25.As part of the settlement, Subway agreed to institute practices for at least four years to ensure its bread is at least 12 inches long. The judge approved $520,000 in attorney fees and $500 for each of the 10 individuals who were representatives of the class, but no monetary claims were awarded to potential members of the class.“It was difficult to prove monetary damages, because everybody ate the evidence,” said Thomas Zimmerman, who was co-lead attorney for the class. Zimmerman said the attorney fees are being split among 10 law firms.Subway said in a statement that it was pleased the judge found no wrongdoing on its part.“This allows us to move forward, without distractions, on our goal to provide great tasting sandwiches and salads, made exactly as each guest likes. We have already taken steps to ensure each guest receives the Footlong or six-inch sandwich they order,” the statement said.Lynn Adelman, a judge for the U.S. District Court Eastern District of Wisconsin, wrote in the final approval that the plaintiffs’ attorneys realized their claims “were quite weak” after an initial mediation session. Instead of trying to get class certification for monetary damages, he said plaintiffs decided to focus on injunctive relief requiring Doctor’s Associates to ensure its sandwiches are at least 12 inches long.Adelman wrote that the plaintiffs’ attorneys learned Subway makes its bread with “dough sticks” that weigh the same when they arrive at stores frozen. The dough is then thawed and stretched before baking, a process that can lead to variability in the size and shape of the resulting bread.While the dough may have different shapes, it still has the same quantity of ingredients, Adelman wrote. The amount of meat and cheese is also standardized, but it’s possible that a shorter bread loaf might lead to a slightly less toppings. For instance, “a sandwich that was 1/4-inch shorter than advertised might be missing a few shreds of lettuce or a gram or two of mayonnaise,” the judge wrote.But Adelman also noted that sandwiches are made in front of the customer, who can ask for more toppings.“Thus, the plaintiffs learned that, as a practical matter, the length of the bread does not affect the quantity of food the customer receives,” Adelman wrote.Still, Subway agreed as part of the settlement to take steps to ensure its bread is at least 12 inches long, including requiring franchisees to “use a tool for measuring bread.”

Overseas Chinese news sites said earlier that Chinese police officers escorted Xiao from his suite at the luxury Four Seasons Hotel last Friday and took him away. Such news sites carry reports of political gossip and corruption scandals that can be difficult to verify in tightly controlled China.The reports contradict a front-page ad on the same day in the Ming Pao newspaper purportedly in Xiao’s name, denying he was taken against his will. That would be an apparent breach of the city’s mini-constitution, which prohibits mainland Chinese law enforcement agencies from operating in Hong Kong.“Let there be no misunderstanding!” the statement said. “It’s not true that I’ve been abducted and taken back to the mainland.”Xiao is the founder of Beijing-based Tomorrow Group. The HTC-manufactured Nexus One was Google’s attempt to offer a smartphone directly to customers by cutting out carriers. Google quickly reversed course on the failed experiment and relegated the Nexus One to being a smartphone used primarily for Android developers. Now Samsung hopes to revive the legend of the Nexus One by offering the rumored sequel, the Nexus S.No official announcement has been made on the phone, but apparently there is no shortage of rumors and leaks about it. Engadget is currently offering a number of photos which it claims to be the Nexus S, though oddly enough the website says the photos were taken a month ago. The phone sports a bold Google logo on the back of it, much like its predecessor, and seems to have arrived in the photographer’s hands in an unassuming white box which seems to add to the mystery regarding how Engadget got photos of the yet unannounced phone. Of course, photos can’t tell you much about the specs of the phone, but we can thank another leak from a Best Buy store to let us in on the details.AdChoices广告Phandroid reported on the leak which included a snapshot of a computer screen listing some of the phone’s specs. What can be gleaned from the specs is that the phone will include a five megapixel camera and will support the EDGE, GPRS and HSUPA bands which alludes to the smartphone being offered by T-Mobile. What is missing is support for T-Mobile’s 4G technology which would be indicated by the phone supporting HSPA+.Though it is not listed in the leaked specs, the Nexus S is expected to be powered by Android 2.3 which will, by itself, make the smartphone coveted by those who must hope and wait for their Android 2.3 Gingerbread update which is currently expected for the G2 and MyTouch 4G.Read more at Engadget and Phandroid

Details of participating retailers will be announced before the scheme gets underway on Monday 4 July.

The National Weather Service in Portland has issued dense and freezing fog advisories for Thursday morning that includes the greater Vancouver area.The advisory remains in effect until noon, the weather service said.Impacted communities include Battle Ground, Ridgefield and Washougal, among others.Visibility is low at less than a quarter mile at times. NEW YORK — The Justice Department can’t replace nine lawyers so late in the dispute over whether to add a citizenship question to the 2020 census without explaining why it’s doing so, a judge says.U.S. District Judge Jesse M. Furman, who earlier this year ruled against adding the citizenship question, put the brakes on the government’s plan on Tuesday, a day after he was given a three-paragraph notification by the Justice Department along with a prediction that the replacement of lawyers wouldn’t “cause any disruption in this matter.”“Defendants provide no reasons, let alone ‘satisfactory reasons,’ for the substitution of counsel,” Furman wrote, noting that the most immediate deadline for government lawyers to submit written arguments in the case is only three days away.The judge said local rules for federal courts in New York City require that any attorney requesting to leave a case provide satisfactory reasons for withdrawing. The judge must then decide what impact a lawyer’s withdrawal will have on the timing of court proceedings.He called the Justice Department’s request “patently deficient,” except for two lawyers who have left the department or the civil division that is handling the case.

The National Biodiesel Board (NBB) Governing Board, including ASA representative Mike Cunningham (IL), ASA past President Ron Heck (IA) and other soybean farmers, met in Washington, D.C this week. In addition to board business, the soybean and biodiesel industry leaders took time to visit with key congressional offices to discuss the biodiesel tax credit and the Renewable Fuel Standard (RFS). The feedback received indicated a lot of uncertainty on the prospects for legislative action in 2017 on tax reform and the biodiesel tax credit.Many agreed that the outlook will remain uncertain unless and until the Senate concludes the process of confirming nominees for the Trump cabinet and the Supreme Court, and gets through the efforts to repeal and potentially replace the Affordable Care Act. Currently, the House leadership has indicated their intent to focus on tax reform from late spring through the summer, while the Senate is more likely to focus on tax issues later in the year.

They can grab the content application plug-in, search across all their content, and grab components that they want. This dynamically assembles new content with the repository behind the scenes.” The service also creates intelligent authoring. “Most people are cutting and pasting—they open two different documents and try to do that assembly themselves,” Kreisa said. “Now organizations can build content applications they want for that dynamic assembly. They can tag things in the content and apply custom metadata that can be loaded into the Microsoft Office document inside the XML documents.”Toolkit for Word is distributed as open source under an Apache 2.0 license. In theory, the digital workflow makes things easier. Often, though, publishers have to go through multiple steps to get content (which is typically created in Microsoft Word) into the digital workflow or to get different applications working together. XML server provider Mark Logic has introduced two services designed to streamline the digital workflow. The first is MarkLogic Connector for SharePoint, which automatically mirrors content from Microsoft Office SharePoint 2007 to MarkLogic’s server. Once in MarkLogic, users can create XML-based applications that make it easier to find and repurpose individual content components. Users can also set up a folder in SharePoint and anything dropped into that folder will automatically be pushed to the Mark Logic server and converted into XML. Then it’s available to any content application built on top of Mark Logic, including dynamic delivery and syndication. “There might be multiple authors saving work into it directly and anything that gets pushed in there automatically gets indexed and processed by Mark Logic,” John Kreisa, director of industry solutions for Mark Logic, told FOLIO:. “We see this as important in tough economic times.
