Annan to attend World Economic Forum other meetings in Europe this weekend

We cant replace nature Oilsands wetland reclamation a mixed success

EDMONTON – The challenge makes turning bitumen into oil seem like the easy part.Faced with reclaiming open-pit mines that were once thriving wetlands, Suncor and Syncrude have been trying to do what’s never been done — rebuilding one of the most complex, diverse and delicate ecosystems in the boreal forest.Three years into the ground-breaking, high-profile projects, early successes are emerging.Suncor’s Nikanotee fen and Syncrude’s Sandhills fen are staying wet year-round. They’re growing some typical fen plants. Even better, they’ve begun to store carbon in their peaty depths.“(That’s) one of the core functions of a fen ecosystem, so that’s really great,” said Joshua Martin, Suncor’s wetland reclamation director.But the overall plant mix isn’t what it was. Soil and water chemistry has changed. Biodiversity has shrunk.The fens don’t seem to be developing into what was there before and nobody really knows how they will evolve.“We can’t kid ourselves,” said Jonathan Price of the University of Waterloo, one of the main experts behind Nikanotee. “We can’t replace nature.”Fen recovery is so uncertain and expensive that one researcher suggests resources would be better used elsewhere.“It’s useful for scientists, but I don’t think it’s cost-effective over large areas,” said the University of Alberta’s Lee Foote, who was involved with the projects for years before stepping back.“We can pour all this money into a fruitless reclamation attempt or … turn around and take that money and do something really good with it.”Fens are wetlands that are permanently waterlogged with an alkaline, peaty soil that stores vast amounts of carbon. They filter water and store it during dry years and are considered essential to the boreal ecosystem.They are widespread throughout Alberta’s boreal forest and are thought to have originally covered more than half the combined leases of Suncor and Syncrude.Suncor has promised to restore about one-fifth of the more than 100 square kilometres of wetland it plans to disturb. The company has only committed to the Nikanotee fen, which covers about 10 hectares.They are, after all, finicky.“Not too wet; not too dry,” said Dale Vitt, one of the experts advising Syncrude. “This sweet spot is where the fen plants come in.”The water table is controlled by the contours of the land around and the layers of soil and rock underneath. In the oilsands, that landscape has to be completely rebuilt.Only parts of Sandhills are working, acknowledged Vitt of Southern Illinois University.Where the water is right, fen plants are burgeoning. But overall, fewer than half the species in Sandhills are desirable species. One area is turning into a poplar forest.As well, both fens have been built atop a layer of leftover sand that’s had the bitumen removed. That’s creating problems as sodium and calcium from the sand leaches into the fens.Neither Sandhills nor Nikanotee are as salty as some natural fens. The amount of sodium in the water changes the mix of plants that will grow.“We’re still not at the mix of plants that we see in those (natural) systems,” said Price. “But it’s early in the game.“It’s probably going to be centuries before these systems become indistinguishable from natural systems.”Neither Syncrude nor Suncor have released the budgets for their pilot projects. Both companies say they’re committed to monitoring their fens for years to come.Foote suggests at least some of the value of the fens has nothing to do with ecosystems.“There is such a tremendous appetite for some good news stories in the oilsands,” he said. “There’s a lot of optics and image management here.“A lot of promises and attempts were made in order to get social licence and regulatory licence to get their permits approved. They promised these things and they got their licence.Alberta is almost half boreal forest, of which about .002 per cent has been affected by the oilsands, and it has a lot of fens.Fens are always going to be too expensive and difficult for large-scale restoration, said Foote. The money being spent on Nikanotee and Sandhills — which he estimates in the tens of millions of dollars — might be better spent on other problems.“I would rather see the government get the support dedicated towards other habitat maintenance.”But Price said fens are crucial in the boreal forest, storing water through dry years that desiccate other types of wetlands.“We’re not going to be able to put fens back to cover the same area that there was originally. According to court documents, Rocha, acting as a courier for Wanzeler’s nephew, flew from Brazil to JFK Airport in New York City. That night, federal agents searched an apartment at the Westborough complex and seized a massive stockpile of cash hidden in a box spring. Five key messages to communicate around pensions reautoenrolment

first_imgGiven the amount of change that has occurred around pensions, benefits and reward professionals might be forgiven for feeling like it was only yesterday that pensions auto-enrolment arrived on to the workplace landscape.But, of course, pensions auto-enrolment has been in place since October 2012, meaning that, for employers which staged within the first 12 months, many will this year be approaching the third anniversary of their staging date and their first re-enrolment date. This is the point where an employer must re-enrol any eligible employees who are not in the scheme, perhaps because they previously chose to opt out or have ceased active membership.So, what messages should employers be sending out to their employees as this anniversary approaches?Explain what is happening and engage with employees earlyThe Pensions Regulator emphasises that an employer must write to eligible staff individually, within six weeks of the chosen re-enrolment date, to tell them how automatic-enrolment applies to them.But the more notice employers can give of what is happening, the better, says Catherine Stewart, head of market development for corporate pensions at Scottish Widows. “This builds trust in the process and creates an early opportunity to talk about the value of pensions, as well as the wider package of employee benefits,” she adds.Show them what they have been missingDemonstrating the advantages of saving into a workplace pension can be a particularly effective approach. Kate Smith, head of pensions at Aegon, says: “Six million people have been auto-enrolled into a workplace pension and are already building up pension savings. But, around 10% of workers actively opted out of pension saving and have lost out on both their employer’s pension contribution and a government top-up.“Someone on average earnings of £27,000 a year will have lost a minimum of £635 in employer contributions and £127 in tax top-up from the government. Effectively workers have ‘saved’ themselves £508 in pension contributions but have lost out on a total of £1,270 in their pension, taking a pay cut.”Roy Porter, director of business development at The People’s Pension, adds: “If [an employer] offers enhanced or matched contributions if [employees] contribute more than the legal minimum, it might be worth highlighting this again.”It can also be helpful in this context to explain how pensions have changed over the past three years, including the pension freedom reforms, which have made how staff can take their savings at retirement more flexible; changes to the lifetime allowance, which might be especially relevant for higher earners; as well as April’s changes to the state pension.Explain that staff can still opt out, but they will actively need to say so“Re-enrolment encourages people to revisit their decision regarding opting out as part of the process,” says Porter. “They will need to opt out again if they still don’t wish to be a member, and, like the first time round, they won’t be able to do this in advance of being put into the scheme.”Conversely, employers could make it clear to employees that if they are already enrolled or do now want to be enrolled as part of the re-enrolment process, it will happen automatically  so they do not need to take any action.Give employees practical calculator or comparison tools to work withMany providers offer tools that can enable employees to look more closely at their spending habits and see how they compare with their peers. “Sharing what employees’ peers are doing can make a big difference,” says Scottish Widows’ Stewart. “If 95% of [an employee’s] colleagues are saving into the [workplace] pension they might think twice about opting out.”Make it bite-sized Whatever messages employers choose to prioritise, it helps to make the information bite-sized and easily accessible.As Stewart says: “If employees are already switched off to pensions, don’t overload them with too much information at once. Not everyone was game, though, including 76-year-old retiree Merrie DeVoe who said she’d instead be going to church.“But we’ll be praying for you,” DeVoe said.That could come in handy since O’Rourke looks not to have a prayer of unseating incumbent Republican Ted Cruz, whose presidential campaign only two years ago racked up millions of GOP primary votes nationwide. MPs prepare to take on church over abortions

first_imgThe bill on the decriminalisation of abortions does not aim at facilitating terminations but at giving women the right to choose and access to safe medical procedures, the head of the House human rights committee, Stella Kyriakides, said on Monday.MPs, who were meeting to discuss the bill proposal which aims to give women the right to terminate a pregnancy under 12 weeks, stressed the importance of decriminalising the procedure, despite church opposition. Decriminalising abortions, they said, would also help reduce unwanted pregnancies as proper data would help introduce policies to properly educate youth in birth control.With abortions currently illegal in Cyprus, there is a lack of official statistics on the frequency of terminations which hinder efforts to promote national policies, MPs heard.“There are no statistics on the number of abortions taking place in Cyprus. We all know they are taking place, especially among girls, but as we don’t have data, this creates great problems as we cannot schedule practices on sexual education, and prevention so we can protect girls and women,” Kyriakides said.The aim of the bill, she said, is not to facilitate abortions, but to finally decriminalise them so that women have the right to choose. She added that strict preconditions and proper advice would be introduced.The other aim, she said, is to facilitate proper programming so that sex education is introduced in schools to reduce the number of unwanted pregnancies.Under the proposal termination would be allowed under 12 weeks of gestation, if the pregnancy is the result of rape, sexual abuse of a minor or sexual abuse of a woman with reduced mental capacity and incest. It will also be allowed at under 19 weeks if prenatal diagnosis indicates severe abnormality of the foetus and if there is an inherent risk to the pregnant woman’s life or the risk of serious and permanent harm to her physical or mental health. Acute need for young refugee shelters

first_imgThe recent protests by Zygi residents opposing the building of a new refugee centre for unaccompanied minors have partly focused on whether a new centre is genuinely needed, particularly after it emerged last week that dental tests on those claiming to be under 18 proved that 50 per cent of them were lying.But officials directly involved with the care of unaccompanied minors say the need for extra space is acute with existing centres overflowing. The planned centre at Zygi will house 100 boys and girls.“The numbers have been rising,” Emilia Strovolidou from the United Nation High Commission for Refugees (UNHCR) said. She explained there were 52 unaccompanied and separated children seeking asylum in Cyprus in 2014, 113 in 2015, 220 in 2016 and 221 in 2017.“In 2018 the numbers so far are at 280 unaccompanied and separated children whose asylum-applications are pending examination. They are teenagers around 15 to 17 years of age,” she said.“There is an evident need for increasing and improving reception capacities, particularly for vulnerable groups,” the UN-affiliated International Organisation for Migration (IOM) told the Sunday Mail. IOM is the organisation which will run the Zygi centre.“For instance, in November 2018, there was one boat which carried 24 children, with most of them unaccompanied. Part of this effort is the first reception centre for unaccompanied migrant children in Zygi which is planned to open.”Better procedures are a must, said child protection coordinator Christina Markou from the non-governmental organisation Hope for Children.“The reception process needs to be properly set up,” she said.She also has no doubts another centre is needed. “The shelters have been running over capacity long enough.” The unaccompanied youngsters are mainly from Somalia, and from other African countries such as Cameroon, Congo, Nigeria and the Ivory Coast.At present, there are four special reception facilities to house them: one is the NGO Hope for Children-managed shelter in Nicosia. There are also three state-run centres in Larnaca and Limassol.The four shelters have a total capacity for around 120 under-18s. A higher number of separated children stay with distant relatives or families under a foster family programme.Nicosia’s Hope for Children centre, which accommodates only boys from 13 years and older, has space for 42 youngsters, but currently houses 55. It caters for 13 to 18-year-old males because these are biggest group of unaccompanied minors who arrive in Cyprus.A state-run shelter for boys in Larnaca hosts 29 with a capacity of 27 and a spill-over of 10 boys who are currently accommodated in an old people’s home; the female shelter in Larnaca hosts 30 (capacity 25), and the Limassol female shelter has reached capacity with 25 girls currently residing there.“The reception standards differ significantly between the NGO and the state-run shelters, including the accommodation standards and recreational/educational activities,” Strovolidou said.Even at the NGO’s facility, which has more resources than the state shelters, there is a problem because of the numbers.A bedroom in the Hope for Children shelter in Nicosia“They don’t have the actual space, but also not the services they need,” Markou said. “The same number of staff is available and services become fragmented and this happens in other shelters.”But what about the presumed minors who turn out to be lying about their age?It takes up to three months from the arrival of the minors until they get to the stage when their age is tested, and there are just two officers to deal with all the work. The time taken used to be less, but numbers have increased while the staff has remained the same, Markou said.“There is a screening interview and if the welfare office is content it ends there. When there are doubts the refugee is referred to a dental check where a panoramic X-ray is taken and analysed.”From the time of the referral it takes the asylum services another three weeks before the results are announced.More than 50 per cent are found to be adults by the tests, but until the screening process is complete, they have to be accommodated in an unaccompanied minor centre.The child protection coordinator is also concerned that some adults pretend to be minors, saying that this doesn’t help either the minor or the adults.“The minors are vulnerable and need to be protected, while for the adults it is different,” Markou explained. “We aim to protect children and offer them a transition from childhood to adulthood and this doesn’t empower adults for whom this is a step back.”The Zygi controversy is also about the question of what the minors, many of whom will join local schools, will get out of attending local schools for a year or two. And of course the potential disruption it could cause for the villagers’ own children at the schools.They are from vastly various backgrounds and will schooling really make a difference?Markou has a convincing answer. “They will likely not go to university. A school is a place to socialise and to learn the language. Most of them want to work, which is their immediate need, and learning to speak Greek and meeting locals will help.”Strovolidou concedes the situation is not perfect, but is the best under the circumstances.“The children remain somewhat segregated from life in Cyprus and face immense difficulties in transitioning to independent living upon reaching the age of maturity,” she said.“The children often report feeling isolated, frightened and unable to cope once they turn 18 and have to leave the shelters. The lack of effective support and assistance for family tracing and reunification is another major problem.”More support is needed for children prior to turning 18 to prepare them for independent living, the refugee agency says.The teenagers need assistance in finding accommodation outside the shelters, cultural orientation classes, and help with daily life such as using transport, opening bank accounts, and looking for work.The lounge area of the Hope for Children shelterAt Hope for Children, they get much of this. Former minors who stayed there in the past report that employees go out of their way to help the minors, even accompanying them to banks and other offices outside working hours, and sending them documents abroad after they have left.“It is a lot of work but very rewarding. We are in contact with them after they leave and we can see how they are progressing,” Markou concluded.The issue is complicated by the fact that so many stakeholders are involved and the situation of each minor is different.“As the UN migration agency, IOM’s efforts are focused on providing humanitarian aid to these vulnerable persons,” head of the agency Natasa Xenophontos Koudouna said.“Child migration is a diverse phenomenon which encompasses many different categories and realities such as unaccompanied and separated children, dependent and missing children. This complex picture often translates in difficulties in mapping needs, designing responses and in collecting data sources.”The director of Social Welfare Services is responsible for acting as a guardian for unaccompanied asylum-seeking children by virtue of the refugee law and all others are bound by their decisions.“The social welfare services in cooperation with all the competent authorities/actors involved, provide accommodation, care, leisure activities, access to education, health care, the asylum application process, etc.,” the services commented. “Some arrive with papers, some without.”Funding for the construction and operation of shelters comes from different sources.
